Some Aspects Related to the Legal Foundation of the Higher Education Institutions

The article discusses issues and problems related to the legislative provision of the ongoing changes in the higher education system of Georgia. Addressing these issues is crucial for building democratic society, protecting national and international cultural values and combating poverty and social exclusion in the country. One of the important steps in this direction is the adoption of the Higher Education Law, currently under discussion at the Parliament. The draft Law is being amended and will be approved in the nearest future.

The wide public participation in drafting and discussing the Law is the proof of its importance for the society. The article reviews the key approaches envisaged by the draft Law, such as: autonomy of higher education institutions; structural and organizational peculiarities of autonomous higher education institutions; functions, rights and responsibilities of actors of the teaching process; quality control instruments: licensing and accreditation of higher education institutions; new models of entrance examinations and funding system.
